"Legal" implies a legislative body has written a bill and an executive in chief has signed said bill into law. I keep seeing this word and term being misused everywhere, "legally required" "legal requirement", etc. The CDC does not make "laws" and no local temporary order is a "law" particularly one that violates the constitution.
