FDR never really switched parties - he's traditionally seen as Democrat, or at the very least, not conservative. (Though today's Democrats are NOTHING like what they once were. Liberals of today truly are a whole different beast and breed and I've heard numerous people begin referring to themselves as "classical liberals" or that they believe in "old liberalism".) You're thinking of Abraham Lincoln who would have absolutely been in line with today's Republicans.
It's a joke about the "party switch"/ "Southern Strategy" narrative. FDR was a liberal president that Democrats love, but he came from the 30's/40's, before the supposed realignment in the 60's. According to the narrative, Democrats were a racist party until the 60's and Republicans became a racist party after that.
Just like FDR tried to do.
