I don't think that's how a reasonable person would treat a baby. Poor little guy or girl is too young to process and clearly disturbed by the lunatic on the phone. Bad parenting. Very bad.
But the baby does understand emotions and when something is 'off.' Poor little thing. Bad mommy or daddy or whomever subjected him/her to that insanity. You have to protect them as much as humanly possible when they are tender little shoots.
