Depends on if The Grid is still up or not. Never forget the 1st Civil War want on for like 4-5 years because people didn't know for 6-8 months that they lost. That same thing could easily happen the 2nd time around.

Not if the UN gets involved in bringing arms, advisors, food, and medical supplies to their side. Most of the liberal enclaves (with the exception of Denver) are cities either near a coast or the border, which would make them much easier to resupply by sea or over the border.
