It is not a group of like minded hackers, just people with time on their hands who like to shitpost. Think of TD.win with no filter. Sure there’s racism too, but it’s usually ironic racism, and people who take it seriously too. It’s completely anonymous (if you choose) so that tends to bring out the worst in people (and the best). It’s like a 1997 version of the internet if you can imagine that.

There are posts within the forum, which will last a few minutes if no one else posts or “bumps” them, or until they reach the post response limit.
There are also other boards but too but usually when people mention 4chan, they mean 4chan /pol. This is where the juicy autism comes from.
I am warning you though, if you go there, you will be stuck there forever. You have no idea how bad things really are.
