That's never been actually used during an election, and as soon as they tried it'd go straight to the Supreme Court. It's blatantly unconstitutional under multiple bullet-points.
This would require a constitutional amendment to pull off successfully.
Don't forget some states have done that whole popular vote thing. Your state may be red, but your vote will also be counted in several other states.
