That's a good question. The short answer is no, it's not necessarily about blurriness. It's about comparing the image compression (or number of pixels) in the images.

Because the qualities are different, the forensics app can fairly reasonably confirm the image is a composite and thus a fake.

It was sad to see.
In his final days he was comatose but could still hear. We know because people would go and have discussions in the room and every now and then he'd react or say something relevant.
In his last moment he sat up and looked directly at my grandmother and she told him he could go. He smiled, lay down, closed his eyes and died. It was beautiful and horrible at the same time.

Really though: that is a terrible shoop. I was "shooping" before Photoshop was released ("Fauve Matisse" came out first, and it was a while before Photoshop was ported for Windows.) Ones' failure or success at creating a believable image depends on several factors, but high on the list is patience/attention to detail, and maybe more importantly: color-correction of copy/pasted elements added to an existing image.
We often see intentionally funny poo-postings here that are made even more funny by the artist's lack of color-correction/edge-blending of copy/pasted elements. In this particular case, the lighting on the Ginsburg element is way off in brightness/contrast (especially considering the lighting on the podium, and the less-lit background.) A little more detective-work would turn up the source image Ginsburg was copied from, unless it's a private image not posted online. (Even cropping the RBG closely did not turn up any matches for me yet, just more hits for this questionable shoop.)
