By tolerating evil it means that one truly hates that person.
We are to hate the Spirits not the human, but that does not mean that the human is absolved from consequences and must follow through on them.
Its like this:
Eat a lot a lot of the time you get fat, and when you get fat then you get diabetes, high blood pressure, and lots of other problems. You will have to work much harder and be more strict with yourself than others because of the first mistake. The second is not being strict and working hard to lose it, and that will lead to your eventual maiming and death.
Lusting even in the small amounts eventually gets to the point of leading to death in multiple areas besides physical.
This is the same with any action that we are not active in controlling and rebuking.
That is the first part.
The term spirits and dominion over the earth that my pastor said a while back started to make sense to me a couple weeks ago. Hate the spirit, but love the person for they are lost yet still can be saved. That is where personal choice comes in.
Personal choice is the second part, and the spirits of good or evil have no dominion on the earth unless agreed upon by the human.
