Because the 22nd Amendment prevents a President from serving more than two years. And the Vice President must be eligible to serve as President.

He closed out JFKs term and won his own reelection in 64. Would he have been permitted to run in 68?

If it is less than half of a term then it doesn’t count as a term. So yes.... LBJ could have run again.

In a governor's case you can. When Manchin went to the senate he left 2 years of his governorship to his second, Tomlin. Tomlin then served 2 full terms after elections in addition to the 2 years he filled the seat.

No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once.
