It hasn't been budgeted, and they can't afford it right now, since they just took a 6 BILLION DOLLAR loss over the three months the parks were closed and movie production was halted. Pretty sure they're still bleeding money, since all the recent videos of the parks I've seen look like a ghost town. They'll take a good decade to recover if they're fortunate.
It was quietly announced that no changes to Splash Mountain will be made in the forseeable future.
