Merchant vendors have all been categorized by the payment processing companies to aid in fraud detection and also because it's useful to be able to sort purchases into categories.
So basically, if the card is used at category GROCERY like a supermarket or category MEDICAL like a doctor's office the purchase can sail through. If the card is used at category BEAUTY like a nail salon, it can decline the charge until the person on the other end approves it.
Brilliant, well done, now make this mandatory for all forms of support including welfare.
