I've just read their omnibus amendments bill, and cannot seem to find anything related to what the picture in OP is claiming (fake news?). The only additional detainment power provided to police can be summarised as such:
Authorised officers can detain a person only if they are determined to be 'high risk', and they are likely to refuse compliance with directions (mandatory quarantine).
A high-risk person is defined as someone who has either been confirmed to have COVID19 or is someone who is confirmed as a close contact with a confirmed COVID case during their infectious period, in which case the public health order requires them to isolate.
If I missed something someone please point it out to me.

Everyday I see a mob of police arresting a normal guy who wondered too far from his home or isn’t wearing a mask while surfing, or a mother being arrested from her home because she shared a Facebook post. Do the people of Victoria not have the power to ventilate their oppressors?
