Problem is that there is no strong incentive in places like the Black community for fathers to stick around. Sleeping around is easy and there are serious penalties associated with marriage. Women can destroy a man's life and collect goodies in the process. Why would a man sign up for that if he wasn't 100% sure about his woman?
Until we figure out how to return the prestige of traditional marriage it will be a perpetual problem.
