I think that's a little too harsh. It isn't that they see responsibility and shirk it off, but what we call "responsibility" is invisible to them. It literally just wouldn't occur to them to do certain things like have a nuclear family without heavy, heavy outside pressure from a predominantly European society. We can observe this in Western and Central African cultures, which are practically identical.
