See here's the thing...the majority of the flash points in a "Second Civil War" are gonna be civilians, police, and MAYBE some National Guard. It would have to be REALLY bad for the full US Military to be involved. We'd almost certainly still have them protecting our borders and stationed around the world combating any external threat. And they'd still go relatively unmatched. Not saying a civil war wouldn't weaken us but probably not endanger the nation as a whole from another power.
TLDR, Red Dawn ain't possible.
That would be done in name alone. The HUGE silent majority that I know for a fact exists in California alone would not go quietly into the night. Pretty sure the vast majority of the Marine's stationed in California wouldn't go along with this either. Our Navy is unmatched, so good luck getting past our pacific blockade to make landfall. Not saying there wouldn't be a blood bath but it would probably over faster than you'd think it would.
There are a lot of armed, based rednecks within 100 miles of Sacramento.
