The president shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States. According to the U.S. Constitution, the president nominates Justices and the senate confirms them, the house isn't even part of the process. President Trump is in the White House for at least another 4 months and maybe 4 more years. It's his obligation to replace Ginsburg.
