Create cutouts with cardboard or posterboard before hand of all the letters at the right size. Tape them together, and fold it up. When ready, hit the road, lay it out, paint over the top using a roller, remove the cutout and place in plastic bag(s) so you don't fuck up your car. With practice, you could probably do something like seen in the video in about 2 minutes.

Wouldn’t it be easier to spray paint it? That way you’re not dealing with a roller and paint that would no doubt make a mess in your truck (no way you do this with a sedan).
A little spray can, yes. But what about one of those pneumatic paint sprayer airbrush-like thingys (I think I have one in my garage somewhere)? You would need to bring an air compressor.
It’s gotta be some kind of quick drying stuff notice there’s no tire marks from when it was wet. Unless the highway was closed down for several hours...This is some kind of sorcery.

You can buy large rolls of 2mil plastic on amazon or hardware stores, which should help contain the mess and make it easier to load and unload. I'd recommend some disposable gloves as well.

Can confirm, often have to leave for work before 6 (and before 5 in summer) and even in the busiest parts of NJ it's a ghost town.

4 or 5 nozzles but the pressure feeding them would need to adjusted for the speed too.
Its just a series of on off, code wise, but nozzles ans pressure would have to be calculated.
The piping system would need to be pressurized so... it couldn't be just pvc and definitely not regular paint unless it had quality connectors.
It needs quick dry paint, a pump system, a board that can be dialed to speed,.. phone dying here. Spitballing but totally possible

Professional airless electric sprayer. Did houses with one when I was young. Fast and heavy spray. Small generator will run it.
