Its just a series of on off, code wise, but nozzles ans pressure would have to be calculated. The piping system would need to be pressurized so... it couldn't be just pvc and definitely not regular paint unless it had quality connectors. It needs quick dry paint, a pump system, a board that can be dialed to speed,.. phone dying here. The speed of the vehicle would have to slow and likely industrial nozzles and thickish paint for super clean lines. If large enough it wouldn't matter (think 3 to 4 lanes of a highway but rhat would take more passes ans have to be precise) With more nozzles and entire sign could be painted while waiting at a traffic light.
