I mean lets be real, just over 1 in 10 people are black, if you are going strictly off of population as a reference, only 1 in 10 of your applications are going to be from blacks. I'm not sure what quota they are trying to fill but hiring based on color vs experience is foolish and racist which actually go hand in hand so I'm not surprised.
