I don't understand why the legislative branch(held by R's) in PA doesn't just come in session and change what the governor and the court did. It's in the law that the legislative branch is the one that makes these types of laws/rules for voting.

There’s a difference between having received a mail-in ballot and counting the ballot. Counting the ballot after Election Day is completely legitimate.
