The Term Drama Queen didn't conjure out of thin air. This whole scenario is re-occurring theater and everyone playing knows it is; the cops, the suspect and the crowd. They put cops in uncomfortable situations to get out of w/e problem they find themselves in. The suspect gets out of the ticket and the crowd gets a cheap high on "Beating the System and Fighting the Power".
Except now the ante has been upped and the game is becoming lethal.
