For the TVs, I would bet they manufacure the panels in China still. The other components are made in Mexico, some also probably in Taiwan, but then final assembly occurs in Mexico and it gets a made in Mexico sticker.
The decoupling is happening. Some things will be slower to move away from China than others, just because Asia has such immense manufacturing capacity for semiconductors/PCBs/other electronics, but even that stuff is starting to move to other Asian countries.
