The UV bulbs are already safe in small doses. The problem was everybody putting them everywhere and running them all the time. Even so, I don't want them running UV lights all the time. Clean like you should, and maybe do a pass with a UV light when no one is present, like when cleaning and that's it.
Using them in high-traffic areas where maintaining hygienic cleanliness isn't practicable such as infrastructure related to mass public transit, door handles in public spaces, elevator buttons, escalator handrails, etc would be far more effective and less damaging than the constant demand to apply hand sanitizers or the suspension of services.
I understand that the vast majority are not at risk of hospitalisation or death by COVID19, but I also recognise that we are in a battle of perception against a very effective campaign of fear that has decimated our economy while threatening the need to keep lockdown measures in place indefinitely until a continuous vaccine schedule can be implemented which I find wholly unacceptable.

That's not what your article is describing though. It talks about putting this lamp on ceilings of public places, i.e. exposing people to the light.
