It's taken most of his first term just to purge the judiciary and doj to the point any arrests and indictments would stick let alone be carried out to begin with. He has sank half a billion into turning gitmo into the most secure island prison on the planet with a 'vip' prison where once you go in you never leave for any reason as it has full medical facilities inside.
