"We will..", "We shall..." is a promise.

"Because you'd be.." is rhetorical.

How's that comprehension working out for you?

He may be regretting that. But he said it.

You can't reverse yourself about something you didn't say.

Helen's quote there shows it: people are aware that he reversed himself.

Therefore, he did say it, in the debate, because that's how people, including the President, understood his words.

You fail to understand the meaning of the word 'rhetorical'.
