Their leaders want them to incite a mass shooting by police in retaliation. For the optics. They don't give a fuck about "police misconduct in (insert name of city here)". They would love to provoke a police department into killing a bunch of their pawns in order to further their narrative and agenda. They will gladly sacrifice their foot soldiers for that.

The terrorist cell leaders understand that their forces are still far too small to wage direct war upon the State. Using guerilla tactics allows them to win tiny symbolic victories which can be used to recruit more communist revolutionaries while also not triggering a huge response by the State. Keeping their strikes small and seemingly random also allows them to portray themselves as victims and martyrs whenever the State responds to them at all. That these strategies are working is clearly evident in the very limited reaction by the State, the approval of the ‘Democratic Party, and the sympathetic media. If they engaged in a very large, violent, and coordinated attack, they would risk a serious backlash forcing them to go into hiding and losing any momentum that they currently enjoy.
