Ha, it's not just the building regulations. Imagine every possible policy that could make life profitable, convenient, and fun, and then do the exact opposite of that. That's Blue California's operating principle.

I'm pretty sure they have some commie government program to subsidize or incentives to get solar panels on houses there.

Damn, lol. Well, that's what you get for living in Commiefornia I guess. Cali is one of the only places it sort of makes sense to have solar panels but that should still only be a personal choice and not a government forced choice.

So many of the low income people don't pay full price. If you make less than like 40k a year you pay like 66% of what a regular house would.

Oh ya extremely common on anything built in the last 10 years. This neighborhood almost every single house has a solar panel system. That particular house has a 10 KW system on it.

The government is forcing it on new home development here in California..I don't have solar but mostly because on my home where they would have to install them they looked like hell..imo but my uber liberal neighbors have them..lol

I talked to a guy who installs those. Asked him if he has them in his home he laughed and said hell no. They'll be obsolete in 15 years and you'll have a ruined roof

Could a developer get away with a solar heater?

Yes and yes. CA heavily subsidizes solar panels, lots of tax incentives, etc.
