I'm with you on the skin in the game requirement. Land ownership might be too restrictive, but even a check stub showing you paid taxes could work. I definitely think if you receive more than 40% of your income from gov't assistance, you should have to re-register once you're back on your feet again and off the dole. This is coming from someone who was once on food stamps. (back when it was paper, not the EBT card fiasco we currently have)
