If you want to wage war against a foreign nation, you don’t have to do it in a battlefield. All you have to do is give a lifetime bureaucrat billions of dollars, install them as the CEO of a “tech company” and tell them to invest in the targeted nation’s business infrastructure. And then take advantage of their immigration system to lie about the “model citizens” you want to go and spy and have them work as professors, doctors, scientists, police, etc.
