Also they have “student driver” magnets slapped all over them.

WHY DO THEY DO THIS! My Indian neighbor has this on his Focus, and I have verified with other neighbors that he is not a driving instructor.

I think they treat it like those Japanese learner magnets that all of the kids with their riced up Civics and Nissan 240SX (that they try and pass off as S13/S14) slap on their cars.
