I have said this before and I will say it again: every single location that allows mail in ballots should have to ensure chain of custody of those ballots all the way through the counting and tallying process!

Any location that cannot prove sustained integrity of ballots should not be allowed to have mail in voting!

We have already proven (over and over and over) that voting in person is perfectly fine (see all the 'peaceful protests' for evidence), therefore in person voting should not be an issue if chain of custody integrity cannot be met.
