no they have not. It is not what you KNOW but what you can PROVE. You're dealing with Fed Workers at the highest echelons of the DOJ/FBI. This takes interviews and proper filings along the way. They stalled every move..
You can't arrest Fed workers without IG reports.. or interviews.. they are not public it's like soldiers.. big huge diff.. not to mention there is not always a law to break in these conditions when dealing with prosecutor misconduct and "Color of Law" operations.
