The 20% figure is actually about people recording their instantaneous experiences at a series of random moments in time across a lengthy period. So it's not that only 20% of people experience inner dialog, it's that only 20% of those sampled moments contained inner dialog at that moment in time.
BUT: some subjects never experienced inner dialog.
So either they are so intelligent that they can instanty weigh pros and cons and chose what is the best outcome in any given situation; OR they just chose what feels good at the time.
