It's not hit and run if the witnesses at the scene try to pull you out of the car. That's called escaping with your life. It looks like he turned himself in, so I don't know what the charges would be. The reckless driving seems somewhat justified after normal driving led to him getting cut off by the pickup truck and his car getting attacked.

Any interaction between a citizen and cop carries the implication that a gun is to your head the whole time(unless that cop is disarmed at rhe moment, but even then they just have firearms a phone call away so it doesn't change anything other than response time)
