If you put any qualifiers like "feeling in danger" Leftish DAs and judges will try to weasel around it. Has to be a flat, all encompassing blanket immunity to prosecution and civil penalties if the driver of a vehicle causes death or injury to a person who is unlawfully in a public roadway on foot.
We should just create the "Mob" amendment if we get a landslide win...any time you're surrounded by a mob, 3 or more people that are breaking the law or threatening you, they lose all rights to safety.
