You don't need to apply to vote by mail in California. We just get ballots mailed to us automatically. I don't know what election these match up with since I don't know anyone who's received their ballot yet, but that doesn't mean no one has. Maybe left overs from the primary? I'd love to know what the party affiliation says. Yes, you can see D or R from the outside of the envelope.

On magnification - you can see 'hand written return addresses.' Many are stamped - but many are not stamped... ????

That you can see' the vote through the envelope - should be a crime itself.
