I don't doubt that the average IQ has fallen by 4 points per decade. That is because the quality of education decreases rapidly. Yes, taking in lots of uneducated immigrants is a problem. But its not a question of race.
The bigger problem are parents and schools: Quality of schools decreased dramatically over time. Parents stopped caring about their children's education and manners. Young parents are too busy or too focused on their own pleasures, so they outsource education and character-building of their own kids.
Don't blame black or brown people for lower IQs. Blame life choices!
