I can't think of a single reason for any ballot to be dumped, if the ballot is invalidated, it should be shredded.
No- it should be set aside and preserved. Every single ballot should be kept. Period.
I've used dumps similar to this setup, almost identical. Same railing and dumpster layout.
They set up the dumpsters that way so the front-end loader can move them when they're full. No human being should EVER be jumping in there.
Send the pictures to OSHA, the company owner, or whoever.

Maybe it's just from being a teenager throughout the '90s when the internet was making its big come up, but I can't help but see all caps of someone screaming for attention, or just screaming....
Unless it has to do with a disability keyboard.... Which is very rare
I'm from the days before computers. I see it as someone who failed Typing in high school and has decided to go through life not dealing with a pinky tap on the Caps key. Just plowing through life on caps lock because they couldn't be bothered. Either that or an overuse of a literary device to add emphasis like in the olden days of writing. I have never, ever felt like it was a person screaming.
