The 25th amendment, section 4, paragraph 1: "Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President." If Biden wins, here's my prediction: First, they'll get their people placed at the head of the executive offices (according to usa.gov, there are 15 of them). In a usual transition, the former heads automatically tender their resignation, and are replaced by new people. Once at least 8 of those are done, Kamala will declare Biden mentally incompetent due to dementia. She then becomes Acting President. The process is laid out fully in the amendment, the right of Biden to appeal, etc, but by then he'll have been shunted off to a private care facility under heavy sedation and guard.
