It's complicated. Trump definitely stopped funding for the branch of PP that does abortion, however I think PP still receives funding for different services.
PP offers STD screening (men and women), cervical cancer screening, womens health exams (abnormal bleeding, etc), and other non abortion services. It's cheaper to have them provide these services rather than poor people going to the emergency room for something like STD treatment.
Anything Trump does is only temporary. Executive orders can be changed when the next POTUS comes in. To make them permanent, we have to go through Congress and SCOTUS.
