Down voted your comment because the abstract did not state that Africans had a duplicated MAOA allele. It stated that if African-American males did have the 2-repeat allele, then (paraphrased) you'd better run.

It stated:

Analyses revealed that African-American males who carry the 2-repeat allele are significantly more likely than all other genotypes to engage in shooting and stabbing behaviors and to report having multiple shooting and stabbing victims.

But same authors also say....

The effects of the 2-repeat allele could not be examined in Caucasian males because only 0.1% carried it.

So you can imagine the implication of how it was able to be studied in african-american males.
