When I was in high school, I worked for a rescue veterinarian in the inner part of a major American city in the southeast. I saw shit there so horrific I will never forget it. It still gives me nightmares 30+ years later.
I've always thought we'd be smart to show liberal whites just what blacks are willing to casually do to sweet animals. Karen the dog mom might have second thoughts about voting Dem knowing it's not uncommon to see dogs with their eyes cut out with pocket knifes, kittens who have been stomped on for fun, all sorts of pets lit on fire to see what they scream like, etc. in the hood (yes, I really saw multiple instances of these examples and worse).
Race isn't just skin deep. I'll never forget what I saw.
Sadly, it does happen. I've seen people of all colors and stations who treated their animals better than many treat their kids, and I've seen people who commit atrocities on both their animals and their kids that would make your head spin -- the ones who abuse animals will tend to do it to humans; that's the connection I've seen.
The hood (any hood, any color) is particularly notorious -- there are people there who really don't give a shit about life at all (and no, not everyone -- I feel sorry for the ones stuck there trying to keep some humanity).
Depends on the area really, but I did grow up in the worst area in my city for 11 years. I thought it was normal for a long time. We had way to many strays on top of what was going on.
I would say not really common, but definitely much more common in the worst parts of cities and that depends on the city itself. Mine has a high crime rate with the violent crime statistic being higher than the property crime statistic.
I would say if the city has a somewhat high crime rate, in the worst parts, and the city is small or bigger than that stuff would start showing up if I had to take a guess.

Always remember that it's a graduated crime. For those unfamiliar with that, it means serial killers "work their way up" to people, and it's one of the reasons why if you hear a case of animal abuse police are all over it.
Another one most people never never heard is that rape is a graduated crime as well. The circumstances are similar, in both cases the person 'chases a thrill' for fulfillment. A person doesn't start out there, they start out with innocuous things like clothing theft, peeping, B&E targeting particular types of people.
That sounds like a blast. The stuff I learned on it was via a criminal law professor who was a retired police inspector and also taught at the Ontario Police College(OPC). He was directly involved in the Paul Bernardo/Karla Hamolka rape-murder-serial killings here in Canada. Some of the shit in that case that wasn't reported on by the media was chilling. Hamolka was the ring leader between the two, and the one directing the actions.
Couple of examples, Hamolka drugged her own sister to let Bernardo rape her. Hamolka then started hunting out girls for Bernardo to kidnap, rape and kill. She was also the one who told Bernardo to douse one of the girls in gasoline while still alive to kill her.
What burns my ass over that entire thing was the crown cutting a deal with her to reduce the jail time - while using that to make sure he stayed locked up forever. She was the real psychopath in the case. In a fun note, when my sister was in training to be a federal prison guard one of her training assignments was at Kingston Penitentiary. He was in 23.5hrs/day solitary and given 30 minutes in a 9'x9' cage.
So she got a chance to see that piece of work first hand, and here's the really fucked up part. He was allowed to have visitors including his mother, but as standard procedure the cell has to be searched before and after a visitor. So just think on this...why were there used condoms in his cell after his mother visited...
