If you are surprised by this, you don't really understand what it means to have an IQ around 85. They on average don't have much capacity to plan for the future, do little mainteance on their homes or vehicles and then think bad things happen because of racism. The sad thing is punishing this guy won't do much good because you can't fix stupid.
