It initially sounds ridiculous but on a deeper look it makes sense that they do this. There is no science behind most of the decisions decimating the small businesses and school children.
Just like much of environmental regulation make no sense in context of the larger picture or the true science.
Soon they will regulate travel and recreation the same way they regulate building codes, land use laws etc. The politicians write laws but the way those laws are implemented the binders full of regulations are written by people with no accountability.

They have to blend the two because their tactics are exactly the same for both. By merging it makes it less obvious.
