I don't think it's a giveaway. It provides access to more capital for black businesses. At least that's how I understood at first skimming glance. Giving capital to a business is not giving money away per se. You're putting into a cycle. A cycle that creates businesses, which creates employment, which adds community value, which eventually decreases poverty in the area. 🤷🏼‍♀️
