A civil suit like wrongful death has a lower standard of proof than a criminal trial, to be fair, but this was likely more of a political calculation than a legal or financial one.

Criminal suits-needs to be beyond a reasonable doubt Civil-preponderance of the evidence (basically just over 50% of evidence is true. City settled. What many people on the left don’t realize is that settling a suit is not admitting guilt or liability.
