Democrats own 90% of the Black vote. Now setting aside the reasons for why this is, if Republicans could even flip the script to 80/20 (If not this term, by the end of next term), that ALONE would likely sink the Democratic party for several election cycles minimum. Democrats have pandered themselves into a hole and taken the black vote (just like they took the blue wall vote) for granted. You need to know when to attack and now is the right time.
500B is a small price to pay to ensure the possibility of potentially 1-2 more Supreme Court justices a Trump 2nd term would provide . (This alone would provide a massive delay for decades to come). It's worth it on the continuation of a lower regulatory burden, sky high stock market, jobs jobs jobs.

Just in case you think Democrats aren't going to 'give your tax money away' don't forget they already were trying to pass the 'Coronavirus relief' for 350 billion this summer for minorities being 'disproportionately' affected by a virus.
