It's not a handout, it's an investment allocated to our most impoverished areas in the country. It's meant to give people living in these areas a chance at the American dream and earning it themselves, taking pride in their jobs/work/career. Step 5 -- People pay taxes and feel connected into the system.
Step 6 -- Tend to stray from viewpoints or beliefs that "you didn't earn that"
Step 7 -- Tend to vote Republican and convince your friends.
Step 8 -- Pass that pride/attitude to their children.
