I majored in Computer Science and out of a class of about 300 only 4 black students graduated. 3 of them were people I recruited for the first place I worked which was a federal job. Race was never a factor in my recommendation. I knew these guys from study hall and had worked with them on assignments and projects. I would never vouch for someone who didn't merit it. Funny how meritocracy is considered racism but here I am hiring diversity hires because of it without even considering race.
