And while culture is very much a part of why things are as they are, there can also be other aspects that play important factors. Then you could take one of the "better" children from that "shithole", but then you are basically robbing that "shithole" of their best and brightest, which they might very well need in order to improve and change.........

Do you have a source on that? I skimmed (admittedly very briefly) online, and I couldn't find her directly saying that, instead stuff like her justifying her view on capital punishment with writings by a former pope, and that if a judge could not with good conscience sentence someone with capital punishment despite the law calling for it, that judge should "disqualify" himself.
